The real scandal about the TalkTalk data breach, according to Edward Lucas from The Economist, was their poor cyber security.

No data encryption and cyber risk ignorance made it possible for a teenager to hack and access their customer data. It took TalkTalk a long time to detect the breach, and their response was underwhelming. Customers were not informed adequately and many who had data stolen were subsequently subjected to phone-based phishing fraud.

At The European Information Security Summit in London, expert speakers addressed 400 information security industry leaders as part of discussions on how to build an agile cyber security culture.
